Anti-seize goes on the threads of anything you intend to take apart later, especially where dissimilar metals meet or where heat and road salt will do their work — exhaust fasteners, spark plugs, lug nuts, skid plate bolts, hitch pins, anything stainless into aluminium.

The galling and corrosion that welds a bolt into its thread happens slowly and invisibly, and the bill arrives two years later when the head snaps off. A brush of anti-seize at assembly is the cheapest repair you will ever not have to do.

The brush cap matters here — you are painting threads, and a brush is the only sensible way to do that. This one is NSF H1 food grade registered as well, which is irrelevant on a lug nut and useful if you are working on anything that touches water or food.
