Two miniature ferrocerium sparkers, each small enough for a keyring, a zipper pull or the inside of a first aid kit.

Size is the point. A full fire steel is a deliberate item you remember to pack; a micro sparker is small enough that it ends up attached to things permanently and is simply there.

Throws the same hot sparks as a bigger rod, with fewer strikes in it. This is a backup, not a primary fire kit.

Two per pack — put one on the keys and one in a kit.
