Fabric: recycled PET (R-PET) 210T with a TPU lamination. Roll-top closure with buckles. Coghlan's calls it fully waterproof.

Roll the top at least three times before you clip it. That is not a suggestion — a roll-top seals by the pressure of the folds against each other, and one or two turns is a bag with a slot in the top of it. Three or more, then buckle.

The TPU lamination is the waterproof layer and the recycled polyester is the fabric that protects it, which is why these should be packed, not dragged.

Ten litres is the inside-the-pack size — a dry change of clothes, a camera body, a sleeping bag liner, the electronics. Not a bag you carry on its own, a bag you put inside another one.
